Weird, and I'm not entirely clear on what the person was actually asking for...

I understand the basic principle of "pwning" people's PCs, then getting them to turn up on an IRC channel to await orders (e.g. "attack that server over there"). However, if you've gathered your own fleet, it seems unlikely that you'd want to hand over control of it to someone else. I assume he means "a botnet of 1000 machines", rather than "1000 separate botnets, each with many machines", but either way it's quite optimistic.

I wonder if there should be some international coordination so that you could just email that kind of conversation off to a central address and police in the relevant country could ask the person in question's ISP to keep an eye out for unusual activity (like 1000 computers connecting to an IRC server hosted on their ADSL)...
